California Senate Elects Sen. Monique Limón as New Leader to Replace Mike McGuire

Democrats in the California Legislature have elected Sen. Monique Limón (D–Santa Barbara) as the next President pro Tempore of the State Senate, making her the first woman of color to hold the chamber’s top post. A staunch progressive with strong union backing, Limón has built a legislative record around pay transparency, consumer financial protections, and oil industry regulation.

Her signature work includes a 2022 law mandating setbacks for new oil wells and protections for residents near older ones. Though her 2021 bill to ban fracking failed, Governor Gavin Newsom later enacted the ban by executive order.

Limón’s election comes amid rising political tensions over immigration enforcement in Los Angeles. Citing her immigrant roots, she framed her election as a reaffirmation of California’s values in a challenging national climate.

Limón will succeed current Senate leader Mike McGuire (D–Healdsburg) next year, following a private caucus vote that ended weeks of internal maneuvering. The transition date has not yet been announced.

Her leadership may shape upcoming debates on housing policy. Limón has expressed skepticism about several key pro-development bills—including SB 9, SB 423, and SB 79—that aim to streamline housing construction. This may set up contrasts with the Assembly and Governor Newsom, both of whom support reducing development barriers to address California’s housing crisis.

First elected to the Assembly in 2016 and the Senate in 2020, Limón’s district spans Santa Barbara County and parts of Ventura County. She is widely seen as a labor ally, voting with SEIU 93% of the time while siding with the California Chamber of Commerce just 25% of the time.

Her term as Senate leader will be limited, as she is due to term out in 2028. Before joining the Legislature, Limón served on the Santa Barbara Unified School Board and held leadership roles at UC Santa Barbara and in local women’s advocacy.
