The U.S. Department of Agriculture (USDA) is making $8 billion available through its new Harvest Fuel Relief Program to help agricultural producers manage rising input costs and market disruptions. Commercial fishermen, along with specialty crop growers and other producers outside the program’s primary commodity categories, are being considered for assistance as the agency develops payment guidelines.
Announced October 19, the program will provide one-time payments intended to offset a portion of estimated losses during the 2026 crop year. The USDA’s Farm Service Agency will administer the program, with funding authorized under the Commodity Credit Corporation Charter Act.
Although the program is primarily designed around traditional agricultural commodities, USDA has specifically encouraged fishermen and other eligible non-Title I producers to submit information about increased fuel expenses. This information will help inform the agency’s decisions on payment calculations for these sectors.
What commercial fishermen should know
- Submit fuel-cost information: Fishermen are encouraged to email documentation and information about increased fuel costs to HarvestFuel@usda.gov for consideration as USDA establishes payment rates.
- Watch for payment details: USDA expects to announce payment rates for major agricultural commodities in November 2026. The methodology for other eligible producers, including fishermen, will be announced separately.
- Prepare for applications: Producers are encouraged to establish a Login.gov account and link it to their USDA account in advance of the application period. USDA plans to make pre-filled applications available online to eligible producers with linked accounts.
The inclusion of commercial fishermen in the program represents a potentially important source of relief for an industry facing elevated fuel prices and significant operating expenses. However, the specific payment structure, eligibility requirements, application timeline, and funding available to individual fishing businesses have not yet been finalized publicly.
California’s commercial fishing industry should monitor USDA announcements for additional guidance and consider submitting fuel-cost information now to help inform the agency’s approach to assistance for seafood harvesters.
