BOEM Seeks Public Comment on Proposed Guidance for Submission of Offshore Wind Project Plans

In order to increase transparency and consistency for the offshore wind industry, government partners and other key stakeholders, BOEM has published two sets of proposed guidelines for public comment. The proposed guidelines clarify the requirements that lessees must include in every Construction and Operation Plan before the agency will begin its formal environmental and technical reviews.

  1. Guidance on Information Needed for Issuance of a Notice of Intent (NOI) Under the National Environmental Policy Act (NEPA) for a Construction and Operations Plan (COP) (“NOI Checklist”).
  2. BOEM Nationwide Recommendations for Impact Pile Driving Sound Exposure Modeling and Sound Field Measurement for Offshore Wind Construction and Operations Plans (“Marine Acoustic Modeling and Measurement Guidelines”).
