House Amendment Pushes “Buy American” Requirement for All Seafood Purchases

A last-minute amendment to the U.S. House version of the annual defense funding bill could significantly impact seafood suppliers by tightening federal procurement rules.

The amendment, introduced by Rep. Nancy Mace (R-SC), would eliminate all exemptions for seafood under the Berry Amendment, which requires the federal government to prioritize U.S.-made products. While certain products have historically qualified for exceptions, the new language specifies that no such exceptions may be granted for seafood, fish, or shellfish.

“For too long, foreign competitors have undercut American workers, threatened our economy, and exploited loopholes in federal law,” Mace said in a statement. “If the Pentagon is buying seafood, it will come from American waters, caught by American hands.”

If enacted, the measure would strengthen domestic demand by ensuring all defense-related seafood purchases are sourced exclusively from U.S. fisheries.
