Governor Gavin Newsom has announced that some of the state’s retail stores can reopen for curbside pickup as early as today. Restaurants can’t reopen until the state reaches a later stage of reopening, but individual counties can make a case for taking further steps earlier by submitting a “containment” plan for coronavirus to the state.
